European Council Couples Ukraine Support with Energy, Defence and Maritime Measures

At its October 15–16 meeting, the European Council backed continuing disbursements under the €90 billion Ukraine support loan for 2026–27, welcomed agreement to release €6.6 billion under the European Peace Facility and endorsed an integrated anti-ballistic missile coalition. It also called for stronger Ukrainian energy resilience and safe passage for grain shipping. These are adopted European Council conclusions and agreed funding or coordination steps; they are not the same as delivered weapons, restored infrastructure or operational missile-defence capacity. On the Middle East, leaders condemned threats to commercial vessels and acts preventing entry to or exit from the Strait of Hormuz, but the conclusions do not establish that the Strait is closed or blocked.
