HHS Launches a Kidney-Care Plan While Its Outcome Estimate Remains Model-Based

HHS launched a department-wide Kidney Care National Plan focused on earlier detection, dialysis choice, innovation and transplant-system reform. A separate ASPE analysis found annual transplant growth rose from 2.6% in 2009–2018 to 2.8% in 2019–2025 and modeled 1,055 to 2,110 additional transplants per year as potentially associated with the 2019 executive order. Its $103 billion to $206 billion benefit estimate through 2040 is a willingness-to-pay model, not audited savings or a causal finding: the lower bound is an assumption rather than a statistical confidence interval, and the analysis acknowledges other contemporaneous factors.
