Energy Department Solicits a Temporary 315,000-Barrel Heating-Oil Reserve Exchange

The Energy Department issued a request for proposals to exchange up to 315,000 barrels of ultra-low-sulfur distillate from reserve sites in Maine, Massachusetts and Connecticut. Borrowers must return the same volume plus a premium before the 2027–2028 heating season; bids are due October 27 and DOE schedules transfers or deliveries by November 13. The solicitation is a temporary supply measure. It does not show that bidders will take the full volume, that every scheduled barrel will be delivered, or that wholesale or household heating costs will fall.
